New Service Requests - New Construction

These procedures apply to customers who may have questions regarding new service connections. These connections include new constructions, fire sprinkler meters, and irrigation meters.

  1. An owner desiring water, sewer, and fire protection services shall make application at the District office. A plan check fee of $220 is due at the time of application along with the submittal of the required plans prior to plan check processing and issuance of service availability letters.

  2. Plan Check Fees (subject to change):

    1. $50 Water and Sewer

    2. $170 Fire Letter

    3. $197 Fire Sprinkler Plan Review

  3. PLOT PLANS: At the time of application, plans shall be submitted on 11” x 17” or larger sheets at a minimum scale of 1” = 10’, printed and stapled together to form a complete set. Two complete sets will be required with each application (one electronic copy is also preferred). Plans must be signed by the person who prepared them. Plans must be picked up within one month after notification by the District that plan check is complete. IF plans are not picked up with in one month, they will be returned to the applicant and the $220 plan check fee will be retained by the District. If plans are resubmitted at a later date, an additional plan check fee of $220 will be required. Plans must include:

    1. Legal owner’s name and phone number

    2. Lot, Block, and Tract

    3. Address (must have address from San Bernardino
      County)

    4. Assessor’s Parcel Number

    5. Lot Dimensions

    6. Names of surrounding streets

    7. Distances to structures on adjacent lots, if structures are less than 30 feet from construction (including, but not limited to, existing or proposed neighboring properties including homes, barns, garages, sheds, wells, outhouses, etc.)

    8. Topographical Survey including points of access

    9. Square Footage

      1. New Construction - all livable and non-livable/residential storage

      2. Addition - existing and proposed

    10. Additions - floor plans for the existing structure

Letters take three (3) weeks for processing. Only the owner may pick up the set of Letters. An agent must provide the District with a notarized Letter of Authorization from owner to pick up plans.

Meter Installation Fees and Capacity Charges (subject to change):

3/4” Meter Installation: $1,091.00

Water Facilities Capacity Charge: $4,452.00

Sewer Facilities Capacity Charge (per EDU): $5,815.00

1” Fire Meter Installation Deposit: $2,500.00

Total: $13,858.00
